Be warned the music in the background is HORRIBLE but the way she approaches the creation of the black and white pop art image is worth suffering through.
See I told you the music was nasty but I did warn you up front so don’t be a hater. 
For those of you who wish to watch with the sound off here are the steps:
- Put image on a white background
- Dupe the background layer
- Change blending mode to color dodge
- Invert the image – ctrl + I
- Goto Filter Blur – Gausian Blurand pick 7-8 pixels and apply
- You’ll have your sketch
- Create a new adjustment layer – threshold
- Set your level to taste
- Create a another new layer
- Change its blending mode to multiply
- Select your color and pick brush
- Start coloring
